Confirm the declaration before you compare prices
The useful first split is not which product shows a lower percentage. A federal loan for a home or personal property opens only when the loss sits in an eligible declared disaster and the property fits that program. A personal loan never uses that gate. The provider uses its own criteria and its own disclosures. Your county can sit outside the map while a private offer still appears, and that offer can still be a poor way to fund repairs you have not documented.
Check the event on SBA Disaster Assistance, DisasterAssistance.gov, and FEMA disaster information. Those pages show the declaration, who is included, which assistance categories are open, and the filing deadline for that event. National news about a storm does not put your block inside the area.
What the federal home and property program was covering
These are direct federal loans. SBA says owners and renters in a declared area may seek low-interest help when a home or belongings are damaged and insurance or another source leaves part of the loss unpaid. Figures below are what the main disaster page showed on September 12, 2026. They are caps from that date, not awards, and they can change.
- A primary residence was listed at up to $500,000 for repair or replacement.
- Eligible personal property was listed at up to $100,000 for owners and renters. Named examples included clothing, furniture, cars, and appliances.
- Insurance money can reduce the portion a disaster loan may cover.
- Vacation houses and other homes that are not your main residence were outside the homeowner category.
- SBA decides eligibility, the amount, and the terms.
A rental you do not occupy, a building used mainly for a business, or property held by a company needs the SBA instructions for that kind of property.
Price the unpaid loss before any loan
Insurance and this federal loan are supposed to meet, not pay one invoice twice. SBA says the loans cover what insurance or other sources leave unpaid, and insurance money can be subtracted from the eligible amount. The contractor's full bid is not the amount to borrow. Gather photos, the policy, claim number, deductible, estimate, exclusions, expected proceeds, cash you can spare without missing essential bills, any other aid, and costs still open. If the only firm hole is a home or auto deductible, start with borrowing for that deductible.
Hypothetical household. The numbers are not a program cap and not a recommendation. The Okonkwos live in the flooded house. Ground-floor and car damage totals $36,400. The home carrier estimates $19,800 of covered structural work. The auto carrier estimates $3,600. They can add $1,500 without missing the mortgage, food, or current debts, leaving about $11,500. That line is not a cue to borrow $11,500 privately. They still need the county declaration, the SBA categories for a primary home and a car, any other official aid, and the true remainder.
Settlement timing, collateral, and mismatched percentages
SBA has told survivors not to hold an application until the insurer finishes. Its January 2026 note says that if you still cannot tell what insurance or other sources will pay, SBA may lend for the whole loss up to program ceilings, if you agree that later insurance money will reduce the loan or repay the overlap. That rule stays with the SBA loan and does not move onto a personal loan. Follow your declaration and the papers you sign. See SBA's January 2026 filing note.
On September 12, 2026, the disaster page also showed a 12-month pause before the first payment, no interest during that pause, a term as long as 30 years, and no early-payoff fee. Applicants SBA found could not borrow elsewhere had a fixed rate capped at 4%. Collateral could be asked on physical-damage loans above thresholds that vary by declaration, with real estate preferred, yet a missing pledge by itself would not cause a denial.
Ask whether this SBA amount needs a pledge and whether a private offer does. Compare dollars you would repay, not an SBA percentage set beside a personal-loan APR. See rates and fees and APR versus the interest rate.
Where a personal loan still belongs in the recovery
A personal loan is still worth reading when the address is outside the declaration, the cost is ineligible, the deadline passed with no extension, you are not using the federal program, or a documented gap remains after insurance and official aid. Check the provider, APR, fees, cash after fees, payment, term, total repayment, and whether the use is permitted.
Grants, charity, an employer, and state or local aid can arrive along with insurance. Log each payment so the same item is not financed twice, and note whether later insurance money must pay another source down.
Skip same-day slogans and stock timelines. Documents, inspections, and volume move both clocks. Photograph damage before cleanup, keep safety repairs apart from later finishes, and match net cash to the bill. SBA pays through its approved-loss process, not as a blank check.
GameBank is not a government site and has no tie to SBA or FEMA. Ignore anyone who demands a private loan before federal help, promises a government approval, or asks for gift cards, cryptocurrency, or passwords through an unofficial link.
Checklist and mistakes that show up after disasters
Before you choose a way to pay, write down the declaration and official page, whether the address is included, and this event's deadline. Add owner or renter, primary home or not, and any business or rental use. List photos, the claim number, deductible, estimate, expected insurance, the uninsured remainder, other aid, SBA terms, and any collateral ask. For a private offer, record allowed use, amount, APR, fees, net cash, payment, term, total repayment, and first due date. Close with whatever is still unfunded.
Mistakes tied to this choice include using a news map as proof you qualify, signing for the whole contractor bid while the federal window is open, and assuming an insurance check will retire a personal loan. People also miss that the house itself can secure the federal loan, put a vacation home or business property on the homeowner track, haul off debris before taking photos, or pay a stranger who sells a federal approval.
Add temporary housing, extra utilities, the deductible, and any lost income beside the new payment. Compare the total you would repay, because a long term can hide it.
FAQ
Does SBA disaster lending stop at businesses?
No. Owners and renters in a declared area have a separate track for a home and for personal property. Business programs use different rules.
Are the published dollar caps what I will receive?
No. As of September 12, 2026, SBA listed a $500,000 ceiling for a primary residence and a $100,000 ceiling for personal property, with clothes, furniture, vehicles, and appliances among the examples. SBA sets each file. Caps can change, and most people will not get the top number.
Must the insurer finish before I file with SBA?
Not as a standing rule. SBA has said survivors may apply while a claim is open, and later insurance money can reduce or repay an overlap under that file. Follow your declaration.
Does the smaller percentage always cost less?
No. Compare the SBA terms you were offered with the private disclosures in hand. An interest rate and an APR are different measures, so total the dollars you would repay.
Can GameBank submit the federal disaster application?
No. GameBank is not SBA, FEMA, or DisasterAssistance.gov, and it does not file those applications. Once those are checked, it can only help you request personal-loan options from participating providers. A request is not an offer, an approval, or funding.
